The mill building is not a warehouse. The process operates with vertical flow: material is carried up, coming down by gravity. The building is therefore part of the process itself.

The price of noncompliance
If the building is built before the process is clarified, attempts are made to fit the machine into the building later. In this case, either capacity is reduced or maintenance access is sacrificed. Both are permanent damage.
The order is: process → flowchart → layout → building. If the building was built first, the process is redesigned according to that building; this is more expensive than designing from scratch.
